Position: Credit Linkage & Financial Inclusion Expert (FPO)
Project Management Unit (PMU) – Central Sector Scheme on Formation & Promotion of 10,000 FPOs
Location: New Delhi (with All-India travel)

1. Background

The Government of India is implementing the Central Sector Scheme “Formation and Promotion of 10,000 Farmer Producer Organisations (FPOs)” to strengthen small and marginal farmers through aggregation and enterprise development.

With 10,000 FPOs formed and approximately 60 lakh shareholder farmers mobilized, ensuring adequate access to institutional credit is critical for scaling input-output business operations and achieving sustainable turnover. Many FPOs face challenges in preparing bankable proposals, meeting compliance requirements, and securing working capital.

To address these challenges, the PMU requires a dedicated Credit Linkage & Financial Inclusion Expert to design and implement structured financial facilitation mechanisms.

2. Purpose of the Position

To develop and operationalize a structured credit linkage framework for FPOs under the 10K FPO Scheme, ensuring enhanced access to institutional finance, working capital, term loans, and financial literacy support.

3. Key Responsibilities

A. National Credit Linkage Strategy

  • Develop a structured Credit Facilitation Framework for FPOs.
  • Prepare model credit roadmaps aligned with FPO lifecycle stages.
  • Identify financing gaps and design solutions for working capital and infrastructure needs.

B. Institutional Bank Linkages

  • Facilitate structured engagement with:
    o Commercial Banks
    o Regional Rural Banks (RRBs)
    o Cooperative Banks
    o NABARD-supported institutions
  • Develop standardized loan application templates and documentation support systems.
  • Facilitate state-wise credit camps and bank-FPO interface meetings.

C. Financial Readiness & Compliance Support

  • Support FPOs in improving financial documentation and bookkeeping systems.
  • Develop guidelines for financial governance and credit discipline.
  • Facilitate support for:
    o Working capital loans
    o Term loans
    o Cash credit limits
    o Warehouse receipt financing

D. Credit Monitoring & Risk Advisory

  • Develop a Credit Tracking Dashboard for FPOs.
  • Monitor disbursement, utilization, and repayment performance.
  • Identify stressed FPO accounts and recommend corrective advisory.

E. Convergence with Financial Schemes

  • Facilitate convergence with relevant financial support mechanisms.
  • Develop advisory notes for improving financial access under government-supported initiatives.
  • Support FPOs in accessing credit guarantee and risk mitigation instruments where applicable.

F. Capacity Building on Financial Literacy

  • Develop financial literacy modules for FPO Boards and CEOs.
  • Conduct training on:
    o Understanding loan products
    o Financial planning
    o Risk assessment
    o Banking compliance

5. Qualification & Experience

  • Postgraduate degree in Finance, Banking, Rural Management, Agri-Business, MBA (Finance), or related discipline.
  • Minimum 8–10 years of experience in:
    o Agricultural credit and rural finance
    o Institutional banking engagement
    o Financial structuring for agri-enterprises
    o Working with FPOs or producer institutions preferred
  • Experience dealing with commercial banks/NBFCs/financial institutions is essential.

6. Core Competencies

  • Strong understanding of rural credit systems and banking procedures
  • Experience in financial appraisal and loan structuring
  • Knowledge of agri-value chain financing
  • Analytical skills for credit performance tracking
  • Familiarity with government programme frameworks
  • Strong coordination and negotiation skills

7. Reporting Structure

  • Reports to: Head, PMU / Joint Secretary (FPO Scheme)
  • Coordinates with: State PMUs, Banks, Financial Institutions, NABARD, CBBOs

8. Duration

Contractual engagement under PMU (initially 1 year, extendable based on performance).
