SELCO Foundation, an NGO established in 2010 is working on building a holistic ecosystem for sustainable energy access. In this regard, SELCO Foundation engages in technical, financial and social innovation, enterprise development, skill building and financial inclusion. The organization works on demonstrating and catalyzing the role of renewable energy across verticals of well- being, health, education, livelihoods and the built environment.
Poverty and Climate change pose two of the biggest threats to our world today. In the current circumstances, the poor are also the ones hardest hit by climate change- whether because of drought affecting income from agriculture or because of cyclones and floods that result in a loss of life and property. With the onset of the pandemic, the challenges of the poor have only been compounded. Recent research shows that an additional 75 million people in India have been pushed into poverty on account of the COVID-19 induced economic crisis1. With less than a decade to achieve the Sustainable Development Goals (SDGs) outlined by the UN’s Agenda 2030, there is a need to promote inclusive sectoral growth around Decentralized Renewable Energy (DRE) that can address the climate change challenges of the poor.
Sustainable energy-based solutions can help address the challenges mentioned above. Over the years numerous programs in the field of Sustainable Energies across the world have failed because of a primary reason of not being able to work on an ecosystem to build a strong pre and post implementation services network. Lack of absence of local stakeholders in the program design has led to colossal waste of financial resources in the long run. The local stakeholders would consist of system integrators and designers, after sales service personnel, NGOs, policy think tanks, financial institutions etc.
There is an estimation of 370,000 jobs in the off-grid lighting sector in Asia alone. By 2030, the entire Decentralized Renewable Energy (DRE) value chain, including sales, installation, service, appliances, and operations and maintenance—is projected to create 4.5 million jobs globally2. The International Labour Organization (ILO) has estimated that India alone could add 3 million new jobs for the renewable energy sector3. The dearth of skilled workers exists all across the DRE value chain, including manufacturing and assembly, sales, marketing, quality installation, operation & maintenance and financing. It’s an especially big problem in remote, rural areas where lack of energy access gaps and joblessness are most severe.

The right ecosystem with locally skilled individuals around DRE are needed at all level- Supply side:” Local Solar Energy Enterprises, Technicians, Designers, Service Providers, Energy Associates, NGOs” for meeting the DRE needs, Demand side: “End Users” for strong maintenance and servicing networks and Enablers:” Informed financiers”, for making the solutions affordable for the poor and vulnerable community.
To help build the capacity of the financiers of different financial institutions and in-depth training on decentralized renewable energy financing program design , decentralized renewable energy financial proposal evaluation by the financial institutions , technical knowledge with financiners perspective etc to ensure smooth and affordable DRE financing for the end users like small & marginal farmers , micro entrepreneurs etc.However there is a dearth of learning materials to deliver quality training for the financiers. With SELCO’s open source policy and aim to develop solutions for the sector, this project focuses on developing modules to impart operations aspects in a format that becomes usable, understandable and with little effort can be contextualized by anyone across the globe.
SELCO has proposed to operationalize Skill Institute to understand and meet the skilling needs of the supply & demand side as well as enablers for strengthening the local ecosystem around Decentralized Renewable Energy (DRE).
The objective is to develop / create an online and customized platform for imparting hands on and practical training programs to the DRE stakeholders . The e-learning platform should be simple enough to get accessed by the following stakeholders for different categories of trainings

The scope of the work is to create customized learning and training platforms to strengthen the capacity for energy / decentralized renewable energy stakeholders. The contents and modules will be shared with the LMS developer by the SELCO Foundation.
While the Skilling sector has its vision of setting up an LMS , it is constrained by a limited experience in working with an LMS. Therefore , prior to the development / customisation of an LMS, this project will need a thorough validation of our requirements and comparative analysis of various credible LMS and their features to recommend an appropriate system. Conduct an in-depth assessment / analysis and validation of our requirements with different stakeholders. This will include the study of the existing system , available digital contents and future plan of the digital resources. The features required in the Learning Management System (LMS) are elaborated below: 1. Training Course Management : The system must have a module to upload new training contents ( contents + Videos). The module must allow delete old or existing training contents with rights for the administrator only. The format of the course must be multi-dimensional offering the administrator the possibility to upload videos, quizzes, assignments, training material, video transcripts etc, for the users to enhance their skills and learning. The system must also have the functionality to upload quizzes / questions for various and take pre/post-tests from the users, to assess the learning curve. This feature should guide the trainer/administrator to track the progress of the training and enable them to assess their performance. The front end of the system should also be editable, and the administrator must be able to upload the details of the new training course,
its duration, training topics, methodology etc. Moreover, the system should also allow the trainer to ask descriptive questions from the participants and seek their response and comments regarding a specific topic. 2. User Management: There will be three level of users

4. Issuance of Certificate: After successful completion of the training course, a certificate must be automatically issued to participants who fulfill certain criteria. The criteria for issuing the certificates are: the course completion, with a certain threshold. The development team will identify these in the inception meeting with the project team.
5. Interactive Layout : The layout and theme of the LMS must be very interactive and engaging. Participants must be able to easily navigate through and take the course. The proposed layout and design requirements must be gathered in the inception meeting.
Please note that all the issues and questions that arise during the installation and implementation of the LMS must be reviewed and resolved by the company and after the completion of the project, it will be the responsibility of the service provider.
