About SELCO Foundation:

SELCO Foundation has been working in Meghalaya over the past few years to strengthen rural livelihoods through the integration of decentralized renewable energy (DRE) in agriculture and allied sectors and rural micro-enterprises. SELCO Foundation’s work in Meghalaya has centred on ecosystem building—engaging state departments, financial institutions, SHG federations, and grassroots organisations to institutionalise climate-inclusive technologies within existing development programs across agriculture and allied sectors, textiles and crafts, micro-enterprises, and built environment. A key approach has been to work with partners to support the state’s rural entrepreneurship and SHG ecosystem—particularly under programs such as PRIME, Meglife, SRLM programs, and other key state-level livelihood interventions.

Building on this, SELCO Foundation is now strengthening its work in Meghalaya towards transforming the state’s women-led SHG ecosystem into a climate-responsive, high-income entrepreneurial economy. To effectively anchor this expanded portfolio and work more closely with communities, partners, and government systems, the Foundation is hiring multiple roles across the state to support on-ground implementation, partnership management, and ecosystem development—ensuring that climate-resilient livelihood pathways translate into long-term, irreversible economic mobility for rural households. 1. Position Details

  • Job Title: Fellow
  • Location: Assigned Block/District within Meghalaya
  • Number of Positions: 20
  • Type of Engagement: Full-Time | Fellowship (Contractual) | Field-Based
  • Duration: 24 Months (Initial engagement for 12 months, extendable for an additional 12 months based on performance)

2. About PRIME Rural

PRIME Rural is an initiative of the Government of Meghalaya under the PRIME Programme, aimed at promoting entrepreneurship and self-employment among rural youth and micro-entrepreneurs, particularly in remote and underserved areas.

The programme follows a doorstep incubation model delivering End User diagnostics, mentoring, technology support, infrastructure facilitation, and market linkages directly at the village level.

Operational across 20 blocks in 12 districts, PRIME Rural has supported 280+ entrepreneurs across 40+ sectors, generating 1,043+ jobs and achieving an average 43% increase in End User revenues. The programme is now being scaled to all 56 blocks across Meghalaya.

3. About the Fellowship

The PRIME Rural Fellowship is a field-based engagement placing young professionals in rural communities to support entrepreneurship development. Fellows act as a bridge between government programmes and rural entrepreneurs.

4. Role Summary

The Fellow will support implementation at the block level through direct engagement with entrepreneurs and stakeholders. This is a field-intensive, high-ownership role.

5. Role Objective

To support rural entrepreneurs through end-to-end incubation while contributing to ecosystem development and programme implementation.

6. Key Responsibilities

a. Doorstep Incubation & Entrepreneur Support

  • Support entrepreneurs with registration, licensing, bookkeeping, and planning
  • Enable access to training, finance, infrastructure, and market linkages
  • Support End User formalisation and scale-up

b. Programme Implementation

  • Execute programme activities at block and village level
  • Facilitate training sessions, workshops, and exposure visits

c. Diagnostics & Problem Solving

  • Identify field challenges and design interventions

d. Data, Monitoring & Reporting

  • Track progress and maintain data using digital tools

e. Stakeholder Engagement

  • Engage with local institutions, SHGs, and community leaders

f. Documentation & Learning

  • Document case studies and field learnings

7. Educational Qualification & Experience

  • Graduate in any discipline
  • Preferred: Postgraduate in relevant fields
  • 0–3 years experience; freshers may apply

8. Skills & Competencies

  • Strong communication and interpersonal skills
  • Ability to work independently in field
  • Basic data and digital tool proficiency

9. Other Requirements

  • Willingness to work in rural areas
  • Ability to travel extensively
  • Local language knowledge preferred

10. Deployment Structure

  • Deployment within assigned district
  • First 12 months in one block, next 12 months in another

11. Remuneration

  • Monthly Stipend: ₹30,000 (Consolidated)
  • Contract Duration: 24 months (Initial agreement for 12 months, extendable for an additional 12 months based on performance)
