SELCO Foundation, an NGO established in 2010 is working on building a holistic ecosystem for sustainable energy access. In this regard, SELCO Foundation engages in technical, financial and social innovation, enterprise development, skill building and financial inclusion. The organization works on demonstrating and catalyzing the role of renewable energy across verticals of well- being, health, education, livelihoods and the built environment.
With the current climate and energy crisis, the role of a clean, decentralized and sustainable energy source has become crucial. Not only does it provide accessible and affordable energy to off-grid areas, it also ensures a broad space for technological solutions and innovations to counter the current crisis and to work towards enabling the sustainable development goals.
Access to sustainable energy is one of the most critical drivers of poverty alleviation, and when these energy access solutions are created with strong supporting financial, social ecosystems, it would significantly contribute towards improving quality of life and social-economic wellbeing. Among the supporting environments around sustainable energy access, finance is one of the most needed pillars for the marginalized in society to build assets and attain social security.
Lack of affordable finance, financial products and absence of appropriate channels has been one of the most critical reasons why many of the poor in the developing countries have remained in poverty. One of the key aspects of delivering reliable energy solutions to the poor is access to financing which enhances their affordability and ability to purchase solutions that are suited to their needs. It is evident that in the areas where development has happened, one of the strongest factors is the presence of financial institutes that provide long term, need-based affordable finance. The products available are also numerous thus providing the clients with various affordable options. Similar efforts need to happen in the poorer parts of the world.
To help build the capacity of the financiers of different financial institutions and in-depth training on decentralized renewable energy financing program design, decentralized renewable energy financial proposal evaluation by the financial institutions, technical knowledge with financiers’ perspective etc to ensure smooth and affordable DRE financing for the end users like small & marginal farmers, micro entrepreneurs etc. However, there is a dearth of learning materials to deliver quality training for the financiers. With SELCO’s open-source policy and aim to develop solutions for the sector, this project focuses on developing modules to impart operations aspects in a format that becomes usable, understandable and with little effort can be contextualized by anyone across the globe.
The objective is to develop training modules and contents for the training of the financiers of the financial institutions about the requirement of decentralised renewable energy financing to. The aim of the training is to achieve the below mentioned goals.
The scope of the work is to create customized practical learning resources for financiers to strengthen their capacity for energy / decentralized renewable energy financing. The contents and modules will be developed for different level of financiers (decision makers, policy makers, branch managers, Corporate BCs, Customer Service Points BCs)

Decentralised Renewable Energy Financing Training Toolkit for Mid level management like Regional Manager, Chief Manager | The aim of this module is to support the financiers for setting the process of DRE financing program design. The key components can be considered - Financing ecosystem -Building an understanding of the criticality of the partnership with a capable local energy enterprise and solar/equipment technology vendors - with an overview of end-to-end processes, financial literacy of the end users, etc.

The work will involve developing training content for financiers including interactions and workshops with stakeholders, doing secondary research as per the requirement and creating toolkits, modules, decks, (by means of documents, decks, guidelines, self explanatory checklists and other easy to use formats) which can be used in totality and in modular formats to help build capacities, co-develop financing programs for financiers.Through this exercise, the aim is to give the learner a complete understanding of decentralised renewable energy ecosystem and need of financing for DRE solutions .The document should also be able to guide financial institutions training institute to replicate the training contents and modules in their own contexts and geographies.

The methodology includes, but is not limited to review and usage of existing content, stakeholder consultations, field visits, etc..
The consultant will also be required to pilot these modules with relevant stakeholders of SELCO: - Plan a workshop with stakeholders of SELCO and its partners to pilot the modules and training documents This should help in getting feedback and improving the final documents and modules.

The above points are intended to help in making the learning more holistic which helps in creating a set of modules, decks, etc. Hence, understanding the process of creating these programs, bottlenecks around the same, and ways on how to operationalise it will be critical
***It is recommended that the consultant depute one representative with documentation and project management skills to be stationed at SELCO Foundation office in Bangalore during the duration of this project to work closely for this project. The consultant’s representative will have to follow SELCO’s working hours and holidays during the period that they work from the SELCO office. . The modalities can be further discussed and finalised at the time of signing the contract.

Travel budgets for the field research and meetings shall be reimbursed by SELCO Foundation upon the submission of the original bills. Reimbursements and process to be followed as per SELCO Foundation’s Travel policy.
