About SELCO Foundation

SELCO Foundation is a not-for-profit organization based out of India. The organization works towards creating a holistic ecosystem to provide reliable energy access for underserved communities in a manner that is socially, financially, and environmentally sustainable. The Foundation works to link the benefits of sustainable energy to poverty eradication by collaborating with NGO partners, local financial institutes, and social enterprises.

Background of the requirement for Process Guideline Documentation

Under their Livelihood portfolio, SELCO Foundation has been working to pioneer in the field of building inclusive ecosystems for underserved populations. In doing so, the efforts of SELCO Foundation can be bucketed under 3 broad ‘stages’ of change, which form the organizational Theory of Change- Innovate, Scale and Amplify. Under each stage, a well-defined set of processes are undertaken by the internal teams of SELCO Foundation, structured under different livelihood sectors such as Agriculture, Allied services (such as Animal husbandry) as well as Resilient microbusinesses (including Textiles & Crafts), to facilitate the transition across each of the three Stages.

The articulation of this organizational Theory of Change has been recent and done in such a manner that a nuanced understanding of the following has been achieved in-depth, and hence consolidated in the form of the resultant 3 stages

  • The core value systems of SELCO Foundation
  • The previously followed approaches of innovation and scale, with conscious attempts to depart from the existing siloed approaches, towards more integrated and inclusive approaches and;
  • The overall trajectory of the organizational growth over-time

Objective of the Assignment

With the consolidation of the processes to be followed under the 3 stages and the achieved articulation of the same, efforts are currently being undertaken by the organization towards operationalizing these stages, in terms of internal restructuring of existing teams and processes and further, re-aligning them with the newly articulated change logic.

The objective of this assignment, therefore, is to call for applications from knowledge documentation-based organizations in the development sector, who can be on-boarded as partners for developing relevant Standard-Operating Protocols (SOPs) as well as Process Guideline documents, that can help in strengthening the current restructuring processes of SELCO Foundation.

Scope of Work

Under stage 1 of the organizational Theory of Change, the end-goal is to benchmark the appropriate solutions that are suited to the livelihood needs of the end-users on ground. This requires an in-depth understanding of the problems faced as well as the broader context in which these problems lie. A crucial aspect of the process, starting from the identification and research on the problems on the ground to innovating/recommending the most-suitable solutions, is the need for a comprehensive documentation of the end-to-end processes followed. This would enable the in-house best practices of research and innovation to be documented and available for the internal teams to refer to, as and when needed.

The scope of work for this assignment, is therefore to conduct the comprehensive documentation of these end-to-end processes, as well as development of useful program design tools and templates which will be useful to the internal teams in the future while designing programs in newer contexts. Specifically, the following is envisioned as the scope of work

With a focus on NTFP (Non-Timber Forest Products) value chain, work closely to extend support to the Innovation and Benchmarking teams in documenting the following processes given below

1. End-user Research
2. Market Research
3. Problem statement/Design brief development
4. Ecosystem Stakeholder Mapping

This will include conducting field visits and consultations with the teams (and consultants supporting the end-to-end research process) to have a better understanding of the processes being undertaken.

Additionally, there is a requirement to develop tools (and refine or modify them according to teams’ usability), conduct workshops and develop SOPs for conducting all the above-mentioned processes

Defining the above activities (Stage 1 problem statement elaboration process, tools and SoPs) and documentation of the same is currently being led by the Research and Studies team at SELCO Foundation and the assignment will require close coordination with them to strengthen existing processes. Care must be taken not to create parallel processes, but to strengthen and input into processes that best suit the needs of the teams.

Overall Deliverables:

Development of program design tools and SOPs for the processes under the ‘Innovate’ stage (stage 1), namely the following:

  • End-user research (Human Centered Design)- with tools to develop user profile
  • Market research (Tech Research- led by Foundation; support required for documentation expertise)
  • Problem Statement/Design brief development (led by Foundation; support required for documentation expertise)
  • Ecosystem Stakeholder Mapping (with tools for partner & partnership SWOT analysis)

Interested consultants/organizations, with relevant experience (please include references of previous similar work as proof of experience), team member details working on the project are requested to reach out with a detailed proposal giving a brief on the methodology and the process they will uptake for this project, including budgets (with break-ups and explanation), timelines and milestones and submit the same to google form https://forms.gle/Jp1zZp15jScNNShWA on or before 23rd February ’23.
