1. Position Overview

The Program Manager will be responsible for state- or district-level implementation of SELCO Foundation’s national initiative to enable 10,000 Farmer Producer Organizations (FPOs) to adopt decentralised, climate-responsive, productive-use energy solutions. The role requires execution excellence, strong partner management abilities, contextual grounding in agriculture and rural livelihoods, and an understanding of decentralised renewable energy (DRE) for value chains. The Program Manager will work closely with government departments, FPO-promoting institutions, financial institutions, and implementation partners to ensure high-quality rollouts, data-backed decision-making, and continuous refinement of models.

2. Key Responsibilities

a. State/District Program Implementation

  • Lead day-to-day execution of the 10K FPOs initiative in assigned geographies.
  • Contextualise solution portfolios to local agro-climatic, socio-economic, and value-chain conditions.
  • Facilitate deployment and adoption of solar-powered livelihood solutions and climate-smart technologies for FPO members and associated enterprises.
  • Coordinate beneficiary identification, need assessments, techno-economic analyses, and field demonstrations.
  • Facilitate deployment of climate-smart, energy-enabled livelihood solutions across pre-harvest, post-harvest, processing, livestock, and allied sectors.

b. Partner Coordination & Ecosystem Engagement

  • Manage relationships with state/district FPO-promoting institutions, government line departments, NABARD, SFAC, NRLM units, and agri universities.
  • Identify and onboard ecosystem actors: technology providers, financial institutions, civil society partners, and local enterprises.
  • Drive capacity-building engagements for FPO Boards, CEOs, and member enterprises on planning, operations, financing, and market linkages.

c. Operational Oversight & Team Management

  • Supervise field coordinators, technical partners, and local implementation teams.
  • Ensure high-quality field processes, documentation, data management, and beneficiary support.
  • Manage state-level work plans, budgets, reporting, and operational reviews.
  • Ensure alignment with SELCO Foundation’s end-user–centric and ecosystem-based approach.

d. Data, Learning & Continuous Improvement

  • Maintain data systems for tracking FPO needs, solution adoption, utilisation, and livelihood impacts.
  • Support monitoring, evaluation, and periodic learning exercises.
  • Provide insights to refine solution portfolios, partnerships, and scale strategies.
  • Track field performance and adoption of solar-powered and climate-smart solutions to inform model refinement.

e. Stakeholder Communication & Representation

  • Represent the initiative in state-level reviews, workshops, and ecosystem convenings.
  • Support preparation of reports, field insights, communication materials, and knowledge products.

3. Required Qualifications & Experience

  • 5–8+ years of experience in agriculture, rural development, livelihoods, FPO strengthening, or climate-resilient development.
  • Experience working with FPOs, government agencies, field partners, and financial institutions.
  • Strong grounding in agri value chains and enterprise models.
  • Demonstrated ability to manage field teams and multi-stakeholder partnerships.
  • Strong communication, coordination, documentation, and analytical skills.
  • Willingness to undertake extensive travel.
